ARTPS Act
The Assam Right to Public Services Act, 2012 (ARTPS) is a transformative legislation by the Government of Assam aimed at ensuring timely delivery of notified public services to citizens. It establishes a framework for accountability, transparency, and efficiency in public service delivery. Initially implemented across all districts except Sixth Schedule areas, the Act has now been extended to include the Bodoland Territorial Council (BTC), Dima Hasao Autonomous Territorial Council (DHATC), and Karbi Anglong Autonomous Council (KAAC), ensuring inclusivity for all residents of Assam.
Following amendments in 2019 and 2024, the Act is now known as the Assam Right to Public Services (Amendment) Act, 2024. This revised version further strengthens its focus on "Bringing Services Closer to People" by enhancing provisions for timely and effective service delivery.
The Government of Assam has integrated e-Governance initiatives into ARTPS to enhance its reach and impact. Features like online application systems, tracking mechanisms, and digital notifications have streamlined public service delivery, making it efficient and citizen-friendly. ARTPS symbolizes a significant step toward proactive governance and citizen empowerment, creating a more responsive and transparent system for all.

Key Provisions of ARTPS
- 1. Right to Timely Services: Citizens are guaranteed delivery of ARTPS-notified public services within stipulated time limits, reducing delays and inefficiencies.
- 2. Acknowledgment Receipts: Applicants receive acknowledgment receipts upon submission, ensuring accountability and a traceable process.
- 3. Designated Public Servants (DPS): Specific officers are responsible for ensuring delivery of each notified service.
- 4. Appeals Mechanism: Citizens can appeal to an Appellate Authority if services are not delivered within the timeframe.
- 5. Escalation of Appeals: If dissatisfied with the Appellate Authority's decision, applicants can escalate the matter to higher levels.
- 6. Penalties and Incentives: Erring officials face penalties, while high-performing officials receive incentives, promoting a performance-driven approach to service delivery.
