About AITEC&CSD Society
The Assam Information Technology, Electronics & Communication, and Citizen Service Delivery (AITEC & CSD) Society was established as a pivotal organization to implement IT-related policies and ensure the seamless delivery of citizen-centric services through the Sewa Setu Portal, following the directives of the Assam Cabinet.
This initiative aims to onboard all Government-to-Citizen (G2C), Government-to-Business (G2B), Business-to-Citizen (B2C), and other utility services onto the Sewa Setu Portal for the benefit of the citizens of Assam.

Our Objectives
What We Stand For
Policy Implementation
- To carry out activities as outlined in IT-related policies and operate under existing guidelines issued by the Information Technology Department and as authorized by the State Government.
Mandated Activities & Investments
- To undertake activities and make investments via Public Sector Undertakings (PSUs) or other implementing agencies, as authorized by the Government of Assam or the Government of India.
Expanding Access to Services
- To identify and onboard new services, including G2C, G2B, B2C, and Government-to-Employee (G2E) services.
- To integrate private sector services, banking services, and undertake Business Process Reengineering (BPR) for backend service delivery processes.
Inclusive Service Delivery
- To bridge gaps in government service delivery by reaching remote villages and ensuring equitable access to public services.
Digital Connectivity
- To ensure robust digital connectivity in government offices using advanced network architectures and centralized monitoring systems.
Citizen Service Delivery
- To implement, expand, and monitor citizen service delivery initiatives in alignment with the Assam Rules of Executive Business, 2023 (as amended) and other e-Governance programs.
Collaboration Across Departments
- To partner with various line departments of the Government of Assam, providing financial and non-financial assistance to achieve strategic objectives.
Capacity Building & Change Management
- To enhance institutional capacity and drive behavioural change among public servants.
- To improve the quality, efficiency, and transparency of public services while fostering greater citizen engagement.
Targeted Citizen Engagement
- To promote inclusive and accountable citizen engagement through data-driven programs, publicity, branding, and behavior change communication strategies.
Fostering Rural Micro-Entrepreneurship
- To empower rural micro-entrepreneurs to facilitate service access and incentivize public service innovation within broader public service reform.
