Know Your Service

Office Mutation of Land (Both Urban and Rural)

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to first download the declaration form of applicant details and then upload it in the Annexure section, applicant has to fill up the form both in Assamese and Bengali. Applicant has to then fill up the basic details of the land for which the applicant is seeking for mutation and needs to upload the supporting documents(view the Requirements tab)
  5. Applicant needs to specify the region / land for mutation such as municipal or urban and rural based on this selection the payment will be done.
  6. An applicant has to make the payment at the time of submission of application form.
  7. Once payment is successful, application is being forwarded to the officials for further processes and an acknowledgement slip is being generated along with a reference number with the help of which an applicant can track the status of the application. An SMS and Email is being sent to the applicant.
  8. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  9. In case, if there are any discrepancies or mismatch found in the online application, official will make a query for the same to which the applicant needs to respond and makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  10. If the entire process is correct, the concerned official notifies the applicant about the hearing over SMS and Email.
  11. After the hearing is successful and completion of the process, the Mutation Certificate will be generated and the applicant will be get notification about the same over SMS and Email and the applicant can download the certificate from ARTPS Portal.

Supporting Documents :

In case Mutation (Registration) is sought on the basis of the transfer of land by way of purchase, gift, mortgage or inheritance along with the specified form with required court fee:

  1. Photocopy of Original Registered Deed / certified copy of the deed of transfer
  2. Photocopy of up to date land revenue receipt/land revenue clearance receipt of the land for which the mutation (Registration) is sought
  3. A declaration stating that the Applicant does not possess the land in excess of the limit laid down under the Assam Fixation of Ceiling on Land Holding Act, 1956

If Mutation (Registration) is sought by way of inheritance

  1. Copy of updated Khazana receipt
  2. An Affidavit - a) Swearing that the Applicant / Applicants is/are the son/daughter/wife/legal heirs of the deceased pattadar, b) Swearing that the Applicant / Applicants have not transferred the property to anyone earlier nor mortgaged / nor created any charge over the property to be mutated
  3. Proof of death of the deceased Pattadar in whose place Mutation (Registration) is sought
  4. Swearing that the person to whom the Applicants applied as successor had not transferred the property during his / her lifetime
  5. Copy of NOC obtained from D.C. in case of transfer of land. (Not applicable in case of prayer of mutation by inheritance)
  6. Copy of document ensuring all legal heirs. It can be officially issued NOK or legal heir report by concerned gaon burrah

Stipulated Time Limit : 60 days as per ARTPS, if no objection from any person is filed during the proceeding.

Fees :

  1. User charge - Rs. 50/ 
  2. In case of purchase, Rs. 200/- for Urban area & Rs. 50/- for Rural area
  3. In the case of inheritance in rural areas, the service is delivered free of cost
