Know Your Service

Renewal of Registration contractors - Assam Public Works (Building) Department Class III

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. After successful submission of the form, an acknowledgement will be generated containing the application reference no. .The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.
  6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  7. In case, if there are any discrepancies or mismatch found in the online application, the applicant needs to makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  8. If all processes are correct than a date is assigned for Physical inspection. The applicant will get notified about the inspection details over SMS and Email.
  9. If the Inspection is successful, the applicant will be notified to pay the requisite animal tax and application fee over SMS and Email.
  10. After successful submission of documents, the Certiciate will be generated and the applicant can download it from the ARTPS portal. The same will be notified to the applicant over SMS and Email.

1. Court Fee Rs.8.25/-
2. Pan Card.
3. Up-to-date GST Clearance Certificate
4. Up-to-date Labour Licence
5. Employees Provident Fund (EPF)
6. Declaration with certificate of key personnel for :-
    o    Class -I(A): 1 (one) Diploma (Civil), 2 (two) B.E. (Civil)
    o    Class -I(B): 1 (one) Diploma (Civil), 1 (one) B.E. (Civil)
    o    Class -I(C): 1 (one) Diploma (Civil)
7. List of Tools & Plants as below:
    o    For Class – I(A):  Cube Testing Machine., Sieve Analysis (Complete Kit), Static Roller, Concrete Hammer, Concrete Mixture   Machine, Jack Hammer, Water Tanker, Generator set., Concrete Drilling Machine, Truck, Excavator cum loader, Concrete Vibretor (different size), Welding Machine, Vibratory Road Roller, Transit mixture, Water pump set, Cube mould, Hoe, Belsa, Aggregate Impact value measuring apparatus & Fineness gauge.
    o    For Class – I(B) :  Cube Testing Machine., Sieve Analysis (Complete Kit), Static Roller, Concrete Mixture Machine, Jack Hammer, Water Tanker, Generator set, Concrete Drilling Machine, Truck, Excavator cum loader, Concrete Vibretor (different size), Welding Machine, Water pump set, Cube mould, Hoe, Belsa, Aggregate Impact value measuring apparatus & Fineness gauge.
    o    For Class – (C) :  Cube Testing Machine., Sieve Analysis (Complete Kit), Static Roller, Concrete Mixture Machine, Water Tanker, Generator set, Concrete Drilling Machine, Truck, Excavator cum loader, Concrete Vibretor (different size), Welding Machine, Water pump set, Cube mould, Hoe & Belsa.
8.    Financial Sound Certificate (From the Bank).
9.    Annual Financial Turn Over from Registered CA against Civil Engg. works value of works of having an average at least the following  -  Class -I(A): 2.00 Crore  \   Class -I(B): 1.00 Crore   \  Class -I(C): 50.00 Lakhs
10.    Address Proof i.e. Electricity Bill / Voter ID / Driving Licence (Address should be same of all submitted relevant documents).
11.    Police Verification Report obtained from officer not below the rank of DSP (within 1 month prior to application). (In case any adverse report is found against anybody the Registration will be automatically terminated. No claim will be entertained in this regard.) / Valid Passport.
12.    Renewal of Registration Certificate of (2016-17).
13.    Experience / performance of work done certificate in Bldg. Works for last 5 years from competent authority of APWD / CPWD or any Govt. undertaking or P.S.E.
14.    Documents in support of execution of building works having minimum value of single work as below:   Class -I(A): 80 lakhs  \ Class -I(B): 40 lakhs   \Class -I(C): 20 lakhs
15.    All documents must be dully attested.

FOR REGISTRATION OF CONTRACTORS OTHER THAN INDIVIDUAL, SHOULD CONTAIN THE FOLLOWING DOCUMENTS IN ADDITION TO THE ABOVE:
•    FOR PROPRIETORSHIP FIRM REGISTRATION :  An affidavit for Sole Proprietorship Firm.
•    FOR PARTNERSHIP FIRM REGISTRATION :
     1.    Certificate copy of Registration of Firm & Society, Assam
     2.    Deed of Partnership
     3.    General Power of Attorney
     4.    Police Verification Report of all Partner’s of the Firm.
•    OR COMPANIES REGISTRATION
     1.    Registration Certificate of Companies
     2.    Memorandum of Articles Etc.

New Registration of Unemployed Graduate Engineer/ B.E Categories :
1.    Court Fee Rs.- 8.25/-
2.    Pan Card.
3.    GST Certificate
4.    Up-to-date Labour Licence.
5.    Bank Account Certificate
6.    Police Verification Report obtained from officer not below the rank of DSP (within 1 month prior to application). (In case any adverse report is found against anybody the Registration will be automatically terminated. No claim will be entertained in this regard.)/ Valid Passport.
7.    B.E/B. Tech Pass Certificate (AICTE APPROVE)
8.    Affidavit  of Tools & Plants
9.    Affidavit of Unemployed Graduate Engineer
10.    All documents should be self attested.


Stipulated Time Limit : 30 (Thirty) working days from the date of submission of application.

Fees :

  1. Service charge (through PFC/CSC) - Rs. 30.
  2. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  3. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
