Success Story: Transforming Governance through "Mission Bhumiputra" in Sissimukh Village
Maneswari Pegu, a 38-year-old resident of Sissimukh Village, Dhemaji, experienced firsthand the transformative power of good governance when she visited the Sissimukh Gaon Panchayat (GP). Her visit was prompted by "Mission Bhumiputra," an initiative launched by the Government of Assam to issue caste certificates digitally for SC, ST, and OBC communities, making such services accessible to even the remotest corners of the state.
With skepticism in her voice, Maneswari asked the Panchayat Facilitation Center (PFC) operator, "Is it really possible to get a caste certificate online without traveling 25 kilometers to the District Headquarters?" Reassuringly, the operator replied, "Yes, it is possible, madam. Please take a seat, and we will take care of everything."
As the staff offered her a glass of water, they gently inquired about the documents she had brought. Maneswari had limited knowledge of the required paperwork and had carried her Aadhaar card, an old caste certificate, an HSLC admission card with her date of birth, and a passport-sized photo. After carefully reviewing her documents, the operator submitted her application through the RTPS (Right to Public Services) portal.
Ten days later, Maneswari received a message on her mobile phone notifying her that her caste certificate was ready. Upon visiting the PFC again, she was handed a printed copy of the certificate and received a PDF version via WhatsApp for future use. Overwhelmed with gratitude, she thanked the operators for their courteous and efficient service and expressed her appreciation for the government’s initiative to establish such a facility in a remote village.
