Know Your Service

Consent to Establish (under Water Act, 1974 and Air Act, 1981) for Expansion Unit.

Dear user, you will be redirected to EODB portal for this service. If not already registered, please register first otherwise login to avail the service.

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. On final submission of the form, applicant has to pay the requisite amount.
  6. Once the payment is successful it will be forwarded to the higher officials for further processes. An acknowledgement will be generated containing the application reference no., the same will be notified over SMS and Email id of the applicant.
  7. An SMS and Email alert is sent to applicant on completion of the service. The applicant needs to respond to the SMS and Email regarding completion of the service.
  8. After successful completion of the service, Consent to Establish (under Water Act, 1974 and Air Act, 1981) for Expansion Unit. is generated. The applicant will be notified about this over SMS and Email and the applicant can download it from ARTPS portal.

Supporting Documents :

1. Land documents such as Sale deed, Jamabandi, Type Map, Non-encumbrance Certificate and Revenue Clearance Certificate of the proposed plot.( if the plot is rented/lease hold then in addition to the above documents Rent deed/ Lease deed should be submitted) or Allotment letter of designated authority for the site of project, if located in the designated industrial area/ industrial estate.

2. Project Report containing the detailed Environment Management Plan

3. Site plan prepared by Competent Engineer.

4. Layout plan showing location of the

(a) Units/Stack/Chimney/Emission points

(b) Drainage and final disposal for liquid effluent.

(c) Solid waste collection/storage/disposal facility

(d) demarcation of open area in the industry premises and green belt within the compound with dimensions.

5. NOC from local authority.

6. Non-agricultural land certificate from Circle officer if the land is classified as agricultural land.

7. Copy of article and memorandum of Association/Partnership deed/deed of Attorney (except Proprietorship Firm).

8. Estimated project cost on land, building and plant and machinery duly certified by CA or declaration in the form of Affidavit/undertaking on non-judicial stamp paper of Rs. 10/- duly signed and notarized.

9. Registration Certificate of DI&CC.

10. Consent fees in favour of Member Secretary, Pollution Control Board, Assam payable through online banking/credit card/debit card, based on the investment of the project as per latest notification.

11. Environmental Clearance Certificate(EC) if the proposed industry is required to obtain prior EC from MoEF & CC/SEIAA as per EIA Notification 2006 in force.

12. Affidavit declaring that the terms and conditions of the Board shall be abided by the proponent and pollution control devices mentioned in the Environmental Management Plan shall be installed before commissioning of the Unit.

Stipulated Time Limit : 

  1. For industries falling under Green Category -30 working days
  2. For industries falling under Orange Category - 40 working days
  3. For industries falling under Red Category, (Non-EIA Projects & without TAC) -70 working days
  4. For industries falling under Red Category, (EIA Projects with TAC) -100 working days
  5. For industries falling under Red Category, (Projects covered under EIA Notification 2006) -120 working days

Fees:

    1. Service charge (through PFC/CSC) - Rs. 30
    2. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page
    3. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Application Fee- 

The application form fee is Rs. 100 followed by the consent fees as given below:
