Know Your Service

Consent to Operate (under Water Act, 1974 and Air Act 1981)

Dear user, you will be redirected to EODB portal for this service. If not already registered, please register first otherwise login to avail the service.

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. On final submission of the form, applicant has to pay the requisite amount.
  6. Once the payment is successful it will be forwarded to the higher officials for further processes. An acknowledgement will be generated containing the application reference no., the same will be notified over SMS and Email id of the applicant.
  7. An SMS and Email alert is sent to applicant on completion of the service. The applicant needs to respond to the SMS and Email regarding completion of the service.
  8. After successful completion of the service, Consent to Operate (under Water Act, 1974 and Air Act 1981) is generated. The applicant will be notified about this over SMS and Email and the applicant can download it from ARTPS portal.

Supporting Documents :

  1.  Proposed steps in order to comply to the terms & conditions stipulated in Environmental Clearance Certificate issued to the applicant (if EC is applicable).
  2. Consent fees in favour of Member Secretary, Pollution Control Board, Assam payable through online banking/ credit card/ debit card, based on the investment of the project as per latest notification.
  3.  Point wise evidence based Compliance Report of previous CTE/CTO including production details etc.
  4.  CA's Certificate regarding updated capital investment in the project including land, building plant and machinery without depreciation as on date / end of the financial year.
  5.  Effluent Analysis report in case of Consent under Water Act and Source Emission and Ambient Air Quality monitoring report in case of Consent under Water and Air Act.

Stipulated Time Limit : 

  1. For industries falling under Green Category is 30 working days
  2. For industries falling under Orange Category is 40 working days
  3. For industries falling under Red Category, (Non-EIA Projects & without TAC) is 70 working days
  4. For industries falling under Red Category, (EIA Projects with TAC) is 100 working days
  5. For industries falling under Red Category, (Projects covered under EIA Notification 2006) is 120 working days

Fees:

    1. Service charge (through PFC/CSC) - Rs. 30
    2. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page
    3. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Application Fee- 

The application form fee is Rs. 100 followed by the consent fees as given below:
