Upgradation of Contractors to Assam Public Works (NH) Department Class I (C)

Know Your Service

With the launch of Contractor License Registration online through Sewa Setu portal, the renewal is also made online. In order to avail online renewal of the Contractor License, existing offline contractor licenses are required to be digitized first through Re-registration service. 

Eligibility criteria: Any applicant who wishes to onboard an existing Contractor License issued through offline mode (prior to online mode) into Online Digital Contractor License.


  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. After successful submission of the form, an acknowledgement will be generated containing the application reference no. .The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.
  6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  7. In case, if there are any discrepancies or mismatch found in the online application, the applicant needs to makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  8. If all processes are correct than a date is assigned for Physical inspection. The applicant will get notified about the inspection details over SMS and Email.
  9. If the Inspection is successful, the applicant will be notified to pay the requisite animal tax and application fee over SMS and Email.
  10. After successful submission of documents, the Certiciate will be generated and the applicant can download it from the ARTPS portal. The same will be notified to the applicant over SMS and Email.

Supporting Documents :

For Up-gradation of Online Registration:-

              1) Previous year Renewal/Registration Certificate

              2) GST

              3) PAN card

              4) Up-to date Labour License

              5) Annual Financial year turn over duly certified by Chartered Accountant against Civil Engg Works.

              6) Address proof (i.e Electricity Bill/Voter ID/ Driving Licence/Passport)[Address  should be same of all submitted relevant documents]

              7) Police Verification Report/Valid Passport

               8) Up-to Date Bank Solvency Certificate

               9) In case of Partnership firm:  a) Firm Registration certificate

                                                                    b) Partnership Deed

                                                                    c) General Power of Attorney

               10) In case of Company:            a) Registration Certificate of company.

                                                                   b) Memorandum of Association & Article of Association

                                                                   c) General Power of Attorney

 

              11) In case of Proprietorship Firm:     a) An Affidavit for sole Proprietorship firm      

              12) Work orders and work done/work completion certificate as Prime Contractor for last five years demonstrating experience of works value :- 

                    (i)Rs.1.00 Cr.(Rupee One Crore) for up-gradation from Class-(C) to Class-I(B)

                    (ii)Rs.2.00 Cr.(Rupee Two Crore) for up-gradation from Class-(B) to Class-I(A)

                                    

          13) Affidavit of tools and machineries.

          14) Caste certificate (if applicable)

          15) Recent passport size photograph

          16) All document must be dully attested.

          17) Declaration with pass Certificate of Technical Person:

               a) For up-gradation from Class-I(C) to Class-I(B) :- 2 Nos. of J.E(C) & 1 No. B.E(C)

               b) For up-gradation from Class-I(B) to Class-I(A) :- 2 Nos. of J.E(C) & 2 Nos. B.E(C)

              18) Machineries :(either owned or lease/hire):

                    (I) For up-gradation from Class-I(C) to Class-I(B) :

                    i) Truck, ii) Pumpsets, iii) Vibrators( different size), iv) Steel form, v) Concrete mixture

                    Machine, vi) Generator Sets, vii) Stone Crusher Machine, viii) Concrete Cube, ix)

                    Machineries for well shuttering in bridge foundation, x) Road Roller, xi) Tripper Truck,

                    xii)Pite Driving Machine, xiii) Excavator Cum loader, xiv) Hot Mix Plant, xv) Spot Mix

                    Plant, xvi) Steel shuttering, xvii) Steel staging.

 

                  (II) For up-gradation from Class-I(B) to Class-I(A):

                   i) Truck, ii) Pumpsets, iii) Vibrators (different size), iv) Steel form, v) Concrete mixture

                    Machine, vi) Generator Sets, vii) Stone Crusher Machine, viii) Concrete Cube, ix)

                    Machineries for well shuttering in bridge foundation, x) Road Roller, xi) Tripper Truck,

                    xii)Pite Driving Machine, xiii) Excavator Cum loader, xiv) Hot Mix Plant, xv) Spot Mix

                    Plant, xvi) Steel shuttering, xvii) Steel staging, xviii) Pile driving machine, 

                    xix) Machineries for well sinking for foundation.

        i) The Contactor/Firm/Company is requested to submit the FDR pledged to the Chief

               Engineer, PWD, (NH Works) Assam, Chandmari, Guwahati-3 as Security Deposit money

             (minimum 1 Year) after approval by the undersigned.

             (* The procedure is subject to change at any time as per Govt. Order)

 

         ii)  The FDR must be submitted within 1 months from the issue date of approval letter.              

         Note:  In case any adverse report is found against Contractor/Firm/Company the Registration  will be terminated, no claim will be entertained in this regard.
