Re-registration of offline paper-based registered Contractor License - Public Health Engineering Department Class II (with Renewal)

Know Your Service

With the launch of Contractor License Registration online through Sewa Setu portal, the renewal is also made online. In order to avail online renewal of the Contractor License, existing offline contractor licenses are required to be digitized first through Re-registration service. 

Eligibility criteria: Any applicant who wishes to onboard an existing Contractor License issued through offline mode (prior to online mode) into Online Digital Contractor License.


  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. After successful submission of the form, an acknowledgement will be generated containing the application reference no. .The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.
  6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  7. In case, if there are any discrepancies or mismatch found in the online application, the applicant needs to makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  8. If all processes are correct than a date is assigned for Physical inspection. The applicant will get notified about the inspection details over SMS and Email.
  9. If the Inspection is successful, the applicant will be notified to pay the requisite animal tax and application fee over SMS and Email.
  10. After successful submission of documents, the Certiciate will be generated and the applicant can download it from the ARTPS portal. The same will be notified to the applicant over SMS and Email.

Supporting Documents :

1) Court Fee Rs.8.25/-

2) Pan Card.

3) Up-to-date GST Clearance Certificate. 

4) Up-to-date Labour Licence.

5) Employees Provident Fund (EPF)

6) 1 (one) with minimum education qualification of Diploma (Civil).

7) List of Tools & Plants as below: For Class – II 

Truck (ii) Mixture Machine (iii) Pump set (iv) Vibrator Machine (v) Generator set and small tools and plants which would be used during execution of work. Besides other equipment's (vi) Bore well Drilling Machine owned or lease/ Agreement Letter / MOU is mandatory

8) Bank Solvency Certificate (From Bank concerned).

9) Annual Financial Turn Over from Registered CA 

10) Address Proof i.e. Electricity Bill / Voter ID / Driving Licence/ Bank Pass Book (Address should be same of all submitted relevant documents).

11) Police Verification Report obtained from officer not below the rank of DSP (within 1 month prior to application). (In case any adverse report is found against anybody the Registration will be automatically terminated. No claim will be entertained in this regard.) / Valid Passport.

12) Registration Certificate under Class-II Category in any other working Deptt. under Government Department/ Government undertaking/ Board/ Committee/ Government Corporation/ Corporation/Central Public Enterprise under Government of India Experience / performance of work done certificate for last 2 years.

13) Documents in support of work execution value of minimum 10 lakh in last 2 years Class -II: 10 lakh

14) All documents must be dully attested.

a) New Registration of Unemployed Graduate Engineer/ B.E & Unemployed Diploma Holder/J.E

b) All of the above documents except past work experiences

c) B.E/ B. Tech & Unemployed Diploma Holder/J.E Pass certificate (AICTE APPROVE)

d) An affidavit for Sole Proprietorship Firm.

e) All documents should be self-attested

f) Fixed deposit (F.D) for INR 3500/- three Thousand Five Hundred) only for reserved ,Unemployed Graduate Engineer and Unemployed Diploma Engineer


Stipulated Time Limit : 30 (Thirty) working days from the date of submission of application

Fees :

  1. Court Fee Stamp worth Rs. 8.25 (Rupees Eight and paisa twenty Five only) purchased in Assam
  2. Fixed deposit for a term of minimum 3 (Three) Years F.D of Rs.7,000/- (Seven Thousand) only for unreserved and 50% for SC/ST/OBC/MOBC/Unemployed Degree Holder Engineer/Unemployed Diploma Engineer , pledge in favour of Superintending Engineer (PHE)
  3. Service charge (through  PFC/CSC)  - Rs. 10 .
  4. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  5. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
  6. Convenience fee - Rs. 10
