End to end digitalization of Annual Patta to PP conversion with rationalized rates in town and its peripheral areas

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. Once application is successfully submitted, application is being forwarded to the officials for further processes and an acknowledgement slip is being generated along with a reference number with the help of which an applicant can track the status of the application. An SMS and Email is being sent to the applicant.
  6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  7. In case, if there are any discrepancies or mismatch found in the online application, official will make a query for the same to which the applicant needs to respond and makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  8. If the entire process is correct, the concerned official sends a payment query to the applicant to pay the requisite amount over SMS and Email.
  9. After the applicant responds to the payment query, the process is completed and the applicant will be get notification over SMS and Email that End to end digitalization of Annual Patta to PP conversion with rationalized rates in town and its peripheral areas is generated and applicant can download the certificate from ARTPS Portal.

Supporting Documents:

- Latest Land Revenue Receipt.

 

Eligibility Criteria:

1.         The land should be demarcated and actually surveyed.

2.         The land must be in a village which has been traversed, surveyed, mapped and classed.

3.         The land must be actually cultivated with some permanent crop or occupied for permanent residential purposes.

4.         Rule 23 of the Settlement Rules framed under the ALRR, 1886 provides that no new periodic patta shall be issued in respect of land within Road-side reservation along roads maintained by the State or the Union Government without special orders from the Govt.

5.         No new periodic pattas will be proposed or ordered to be issued, if there exists any dispute over possession or over prima facie title of the land in question.

 

Further the conversion of Annual lease into Periodic patta will be limited to:-

            The maximum area allowed to be held in rural area as per provision of the Assam Fixation of Ceiling on land holdings Act, 1956, as ammended, inclusive of the periodic land already held by the family of the settlement holder.

            While granting conversion of AP into PP in rural area, no portion of land falling within 22.5 metres(75 feet) from the centre line of the PWD Road / NH way and falling within 15 metres (50 feet) from the centre line of the roads other than PWD Road/NH way will be converted into periodic.

            The land applied for conversion should be in the name of the original AP holder or his/her legal heirs. No conversion is admitted for the portion of AP land which is transferred in violation of rules.

            The condition under Rule 105 of ALRM, should fulfilled.

 

Stipulated Time Limit:  Till the mission mode

Fees:

1.     User Charge: Rs 50/-

2.     Service charge (through PFC/CSC) - Rs. 30.

3.     Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.

4.     Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

5.     Convenience fee - Rs. 10

Visit the Sewa Setu portal. Click on “Register” or “Login” on the homepage. This is located in the top right corner or the Login card of the portal. For new users click on "New User" and enter your mobile number and OTP, then provide personal details (name, DOB, etc.). Create login credentials. Submit the registration form. Check for a confirmation message. Login to your account.

This Act will help citizens access services in a time-bound manner and create a formal appellate process in the case of non-compliance.

Citizens can apply for any of the services notified under the ARTPS Act at this ARTPS Portal or any Public Facilitation Centre (PFC) or any Citizen Service Centre (CSC).

The citizen shall receive an acknowledgment after submission of the application by the Designated Officer or his/her authorized representative.
