Settlement of Hereditary Land of Tribal Communities

CLARIFICATION

  1. For any particular service under Mission Basundhara 2.0, if a citizen applies under the category of SC and ST, they need to submit caste certificate. No document is required for citizens applying under general caste category.
  2. Additionally, SC/ST/OBC/MBOC can apply with their old caste certificate also but in the process, they will be redirected to Bhumiputra portal for applying for the Bhumiputra certificate.
  3. Following categories will get additional concession of 25% on the payable premium : - SC, ST, persons with disabilities who do not have regular source of income, widows having no earning members in the family.
  4. In case any official involved in the process of service delivery asks/demands any undue favour from the citizens in cash or kind then it must be reported to the Grievance Section of the RTPS Portal or the Helpline No. 1800-345-3574, so that corrective measures can be taken at the earliest.


  1. All the * marked fields are mandatory and need to be filled up.
  2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and format should be pdf/JPEG. No other format will be accepted.


Eligibility Criteria:

The ALRR, 1886 was amended in 1947 by adding a new chapter titled Chapter-X which brought about significant changes in regulating land rights in the Protected Belts & Blocks. The settlement of waste land for ordinary cultivation in tribal belt or block is according to the State policy and procedure while considering the bonafide needs of the permanently residing notified classes as per Chapter -X, ALRR, 1886. Outside the tribal belt or block, the settlement of land is governed by the Land Policy, 2019 with respect to the maximum limit of 7 bighas for ordinary cultivation and 1 bigha for homestead purpose in rural areas. 

For settlement of hereditary land of tribal communities in excess of the above-mentioned limits upto 50 bighas, suitable changes in Land Policy, 2019 brought in as one – time measure with sunset clause for the implementation period of Mission Basundhara 2.0.

Supporting Documents:

  1. Proof of hereditary land.
  2. Touzi bahira receipt (If any)/Bedakhali Jorimona paid receipt (If any).
  3. Gaon Pradhan/GP secretary certificate for areas without Gaon Pradhan system report /Executive officer certificate for Urban areas (if- applied by NOK).


Stipulated Time Limit :  The service will get delivered by 5th August, 2023.

Fees:

    1. Service charge (through PFC/CSC) - Rs. 30.
    2. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
    3. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
    4. User Charge - Rs 50/-
    5. Convenience fee - Rs. 10

It is an act to provide for the delivery of notified public services to the people of the state of Assam within the stipulated time limit and for matters connected therewith and incidental thereto. The Assam government passed the RTPS Act in 2012.

Visit the Sewa Setu portal. Click on “Register” or “Login” on the homepage. This is located in the top right corner or the Login card of the portal. For new users click on "New User" and enter your mobile number and OTP, then provide personal details (name, DOB, etc.). Create login credentials. Submit the registration form. Check for a confirmation message. Login to your account.

This Act will help citizens access services in a time-bound manner and create a formal appellate process in the case of non-compliance.

Citizens can apply for any of the services notified under the ARTPS Act at this ARTPS Portal or any Public Facilitation Centre (PFC) or any Citizen Service Centre (CSC).

The citizen shall receive an acknowledgment after submission of the application by the Designated Officer or his/her authorized representative.
